Construction Begins on NE 33rd Avenue
The City of Portland has contracted with James W. Fowler Co. to perform the NE 33rd Ave & NE 33rd Drive Bridge Replacement Project. The contractor is expected to begin operations on Monday, October 10, 2005.
The initial work will take place at the NE 33rd Drive crossing of the Columbia Slough. Two-way traffic will utilize the west bridge while construction begins on the east half of the new structure. The east half of the new structure is expected to be completed in late February 2006. Part of the east half construction includes a replacement waterline. Once complete, two-way traffic will then be routed over the new east structure, and construction of the west half can begin.
Because the Columbia Slough crossing will start first, the NE 33rd Ave crossing of Lombard will be deferred until the east half of the Columbia Slough crossing is complete. This is necessary because there is also a water line on the Lombard crossing that cannot be out of service at the same time as the water line on the Slough crossing.
Work on the Lombard crossing should begin in late February or early March of 2006. All construction should be completed by October 2006.

A map of the Lombard detour can be found at columbiacorridor.org. There will be no detour necessary for the slough crossing bridge repair.
Portland Freight Master Plan Delivered to Planning Commission
The past year has been a busy one for the new Portland Freight Committee. The tangible result is the Freight Master Plan which will go to the Planning Commission for approval on October 25. Approval by the City Council should follow in December or January.
The plan describes the state of freight traffic in Portland and gives direction for City planners. It creates a set of policies and objectives specific to freight traffic.
The Freight Master Plan was developed in partnership with about 30 private sector men and women who have expertise in freight mobility. This should be considered a template for how public policy is developed in the future.

New Rule Proposal for Environmental Zone Violations
The Bureau of Development Services is proposing an Administrative Rule to establish a process and method for evaluating and citing recurring Environmental Zone violations.
A hearing will be held Wednesday, November 2, 2005.

Water Bureau Looking at Wholesale Agreeements
The City of Portland and several of the large wholesale water providers that purchase water from the City began a public review process for a proposed new water sales agreement on October 3rd. Representatives from the City and these large wholesale customers have completed the staff level negotiations for the new water sales agreement and are ready to share and discuss the draft with the public and interested stakeholders to obtain feedback before taking formal action. Regional Business Plan Being Drafted
CCA has been participating over the summer in the Regional Business Plan, a look at improving our long-term economic prosperity and global competitiveness. Local business leaders saw the need to create a regional version of the Oregon Business Plan. Release will coincide with the Oregon Business Council’s annual Oregon Business Plan summit. Thereafter, the plan will be implemented and updated on a regular and ongoing basis.
Committees have finished their draft reports which are being reviewed by the steering committee this week. Areas of study include transportation, land use and education. The emphasis in most cases is on policy changes that can lead to a more productive business environment in the Portland metropolitan area, including Clark County.
